This should be a recursive code with NO LOOPS

x = 0

count = 0

def count_multiples(num1, num2, N):

   global x

   global count

   if num1 > num2 and count != 1:

       count += 1

       w = num2

       num2 = num1

       num1 = w

   if num1 % N == 0:

       x += 1

   if num1 >= num2:

       return x

   return count_multiples(num1 + 1, num2, N)

print(count_multiples(2, 13, 3))
