The purpose of the network layer in data communication are:

Network layer is the third layer of the OSI model that is, open source interconnection. Its function is to manages the best layout for transferring data and it also provides the best data routing way for communication. The data are transferred in the logical network in the formation of packets. And its  packet order sequence are basically control by network layer.  

Network layer used in the troubleshooting process as:

Troubleshooting is the process, in which it identified the problem occurred in logical network and track it in a proper manner using its functionalities. Then correct it systematically in the network layer so that the data are transferred from sender to receiver properly.
