This topic is more based on what your opinion is, so if there's anything you want to change in my answer, go ahead, no worries! Here's what I'd say.

If there was an agency in charge of the internet, we would have much less freedom online, which would (personally) feel like infringement on human rights. If the internet was suddenly no longer available, there would be outcry due to the necessity of access that the internet provides us with.
