I have attached a picture of the molecule below where you can clearly see the dipole movement on either side gets canceled hence making it have no net dipole movement. Additionally, CCl4 has a total number of valence electrons to be 32. 7 for one chlorine atom and 4 for a carbon one. The octets are satisfied as well. It's covalent because carbon and chlorine are nonmetals.
