according to the report, "whereas the initial self-assessments showed that the group as a whole had only 22% of the requirements of the standard complete, the final self-assessments showed that the group had 50% of the requirements complete." (diamond, c., 1996) over 11 months the participants made great strives to change their organizations to meet the standards of the ems and iso 14000 but these things take time to fully accomplish. there was also discrepancy on how the participants graded their independent assessments and how independent auditors evaluated requirements. these discrepancy could also be a factor on the results (based on the numbers the results would have been lower if conducted by private auditors). this issue could be solved by using only private auditors or provide more detail training to organization auditors. many of the discrepancies were caused by participants miss interrupting evaluation areas.

overall, additional guidance would be needed for many organizations. smaller organizations could possible implement an ems system in a year. however, larger organizations would probably need outside and much longer time depending on their operations and the scale of changes needed. though it was noted by some participants that more emphasis should be placed on the value of an ems.

additionally, it was noted that implementing an ems would need full support from top management. however, full support on all levels of management would be need as well depending on the size of the organization. overall, the support of management is an essential key to the success of the ems.
