If a country wants to take actions to attract foreign companies to do business in its country it would offer tax incentives, low-cost land and materials and low-cost loans but it does not create a tax holiday for the tourists.  By allowing companies to have low-costs and take breaks within their country, it makes doing business in a foreign country more affordable for them versus doing it in their home country. When a foreign country gives these incentives to the companies, they are hoping that by having these companies move into their country they can create more jobs and increase their economy. Overtime, a foreign country does benefit just as much if not more from having outside country companies doing business there.
