Blood contains special cells called red blood cells that have in them a compound called hemoglobin. This compound binds to oxygen when blood is taken to the lungs and then it is supplied in the red blood cells to the rest of the body. When you exercise, the body needs more oxygen in order to make more energy and thus blood with more oxygen will be supplied to everywhere in the body by increasing the rate of flow especially to the muscle cells that are used for movement.

Blood is circulated by the heart which has 4 chambers. The left side receives blood from the rest of the body and supplies it to the lungs for removal of carbon dioxide and addition of oxygen. The oxygen rich blood is then taken to the right side of the heart and supplied to the rest of the body. When you exercise, the heart will pump faster to supply the rest of the body with the oxygenated blood from the lungs. The oxygen is used by muscles to conduct a  process called aerobic respiration. The energy that has been produced is used by the muscle to conduct a process called muscle contraction. The energy is in form of ATP (Adenosine Triphosphate) and is converted to ATP after it has been used by the muscles to contract. The more the oxygen is supplied through increased blood flow, the more the body will perform at optimum. Lack of oxygen in tissues will result into what is called a muscle cramp where the muscle locks and does not contract and relax freely. The cramps are due to buildup of a metabolic by-product called lactic acid. This is also the reason why people become very weak when they lose blood and if they lose blood excessively, their hearts will stop beating due to lack of oxygen and the brain will also go into a comma.
