Subgranular Zone is the region in the brain where neural  stems are located. These neural stem cells are found in two zones of the dentate gyrus which is a part of the hippocampus in the brain, as well as in the striatum that is the part of the basal ganglia located deep within the cerebral hemispheres. So according to this information we can conclude that Subventricle Zone is the region where Neural stems cells are not located.
