What does it mean when an international body of the world's climate experts says that there is a 90-99% chance (probality 0.9-0.99) that human activities, led by emissions of carbon dioxide from burning fossil fuels, have been the main cause of the observed atmospheric warming during the past 50 years? why would that probability never be 100%?
