What is a possible benefit of having the food and drug administration (fda) test a new drug instead of having the drug manufacturer test it? the fda has experienced researchers and scientists, but the drug manufacturer does not. the drug manufacturer can only test on animals, but the fda can test new drugs on humans. the fda does not stand to gain financially from the sale of the new drug, but the drug manufacturer does. the drug manufacturer pays people to test new drugs, but the fda does all drug testing for free.
