This is a question that seems odd for this site but, i'm doing a school paper on student rights and such.
a student i know was going off campus for lunch ( with the right to do so from the school ) and he left school grounds and went to a local restaurant and only then did he smoke his cigarette away from school grounds. he is legally able to buy and smoke cigarettes (age 18 ) . he was suspended for the week for doing so, and i cant find anything in our schools policies and or handbook that suggest that smoking during off campus lunch is prohibited. is this violating his first amendment rights?
