This leads me to believe that the answer is b. A moonless Earth would create the lowest tides. I think this because we would still have tides because of the sun's gravitational pull (which rules out a), and if the sun were to dry up the ocean, it would have done so already with or without the moon to influence the tides (which rules out c)
