It's basically down to the temperature/distance from the sun. If Titan was in Earth's orbit, it wouldn't be able to retain its atmosphere at all, because the increased heat from the sun would warm the molecules in the atmosphere and make them move fast enough to escape Titan's gravity, so it'd lose it all to space. At Saturn's distance, it's cold enough that the molecules can't move fast enough to escape, so it retains the atmosphere. There are other possible factors too - for example, Titan doesn't have the molecules in its atmosphere stripped off by charged particles in Saturn's magnetosphere. That's probably why the Galilean Satellites of Jupiter don't have a significant atmosphere, despite the larger ones being about the same size and mass as Titan.
