The transcprition of lct gene could be turned off by the action of a particular repressor protein that can interact with transcription mechanism of the gene by blocking the start site of transcription (TATA box, for instance). Or also, by some other protein that can interact with the activation region of the gene that way blocking the transcription of the gene.
