Becuase darker colors have more visual weight than lighter colors, where should they be used in a design?

Because darker color have more visual weight than lighter colors, they should be put at the lower part of designs. 
In designs, darker colors are seen first and they carry more visual weight, in order to create balance in a design work, such colors should be put at the lower part of the design.

Because most artists loved the way that their men or women that they were to paint/sculpture just the way that they had when they sat and posed and they thought that it looked more i guess
