The electric charges flow through a path which is called circuit. A closed circuit refers to the continuous and an closed path through that supports the flow of electrons. Only a closed circuit can support the flow of Charges and current.  

Any breaking in a circuit results in an open circuit. In circuit which is in open state, the Charges cannot flow. A burned out bulb, open switch, dead battery; disconnected wire can result in an opening of circuit which can result in the stoppage of flow of current.
